The Saudi Data and Artificial Intelligence Authority (SDAIA) is on the mission of developing a data driven economy and fostering the Kingdom’s data literacy level to benefit from data for operational efficiency and insightful decision making. From this perspective, SDAIA launched, as part of its initiatives, the National Data Index (NDI), which is a dynamic and result oriented monitoring and evaluation index established to assess the productivity and track the progress of government entities with regards to the Maturity of the Data Management (DM) practices, Compliance to Data Management and Personal Data Protection (DM and PDP) Standards, and Operational Excellence (OE). The NDI is built to satisfy the data ecosystem requirements of the Kingdom of Saudi Arabia (KSA) specifically. This comprehensive framework serves as a reliable metric and an influential indicator, aiding the realization of Vision 2030's objectives by contributing to becoming a smart nation and building a thriving economy, a vibrant society, and an ambitious nation. The NDI provides government entities with the enablers that help effectively in measuring current DM practices and achieving high assessment levels, and aims high to achieve the following key objectives:

Establish a strong Data Governance (DG) framework & policies to govern Data Management (DM) practices, gauge DM Maturity and ensure Compliance.

Enhance Data Quality (DQ) and integrity to ensure accurate, complete, and consistent data.

Accelerate the efficiency and improve the effectiveness of the Data Management (DM) operational processes.

Implement data lifecycle management processes to handle data from creation to disposal in a compliant manner.​

Develop mechanisms for compliance reporting and auditing to track and monitor adherence to regulations.

Foster a culture of Data Management (DM) through employee training programs and awareness campaigns for the target audiences.

NDI Overview

SDAIA designed the NDI as a data specific maturity index based on the benchmarking research done on global data indices to reach best practices. For activating the NDI, it is developed based on the following three components:

DM Maturity Assessment Questionnaire:

Measuring the extent to which the entity applies best practices in 14 DM domains with regards to other parties including individuals, technologies, and operational processes. The output reports also provide recommendations based on the results to improve the entity’s DM Maturity level.

DM and PDP Standards Compliance Assessment:

Measuring the entity’s commitment to the adoption and implementation of the Data Management and Personal Data Protection (DM and PDP) Standards published by the National Data Management Office (NDMO).

Operational Excellence (OE) Assessment:

Measuring the entity’s progress level in terms of taking advantage of the National Data Platforms through assessing the entity’s automated processes and operations of 6 DM Domains so far.

The above NDI components will be measured and audited periodically using the NDI platform, which is the technological infrastructure of the assessments.
