SDAIA Launches Generative Artificial Intelligence Guidelines for Optimal Adoption in Government Entities

Today, the Saudi Data and AI Authority (SDAIA) introduced the Generative Artificial Intelligence Guidelines document for government entities. This move is designed to elucidate the utilization of Generative AI technologies, encouraging investment in this promising field. The initiative also focuses on enhancing awareness regarding the risks associated with Generative AI and promoting its responsible and effective use in day-to-day dealings. Generative AI techniques mark a significant advancement in how machines interact with users.

This document is a response to the rapid advancements in AI, particularly in Generative AI tools. These tools are increasingly employed by governments, companies, and individuals globally, presenting both opportunities and risks. The document emphasizes the necessity of understanding and applying AI principles in dealing with these technologies. It underscores the importance of caution in utilizing Generative AI outputs, restricting their use to situations where potential risks can be appropriately identified and avoided or mitigated.

The document is designed to assist government entities in embracing the responsible utilization of AI, aligning with the goals outlined in Saudi Vision 2030. This vision emphasizes digital transformation, incorporating modern technologies to enhance the national economy and advancing research and development in AI fields. Simultaneously, it addresses the imperative of mitigating risks associated with these advanced technologies while underscoring the investment opportunities and challenges accompanying Generative AI.

The document aims to ensure the secure deployment of Generative AI tools whose models are employed in various functional tasks such as customer service, marketing, design, programming, banking, healthcare, media and entertainment, tourism, sports, real estate, energy, agriculture, and other fields. These tools hold significant potential to enhance business performance by improving operational efficiency, facilitating services, accelerating research and analysis, crisis response, content creation, translation, and more.

Generative AI is emphasized for its practical applications in various aspects relevant to government sectors. These include swiftly condensing lengthy texts into concise summaries, such as a five-page document, into a single paragraph. Moreover, it can generate clear and understandable content, draft memos, letters, job descriptions, and other written materials. Additionally, it can promptly create content comprising images, audio, and videos tailored to users' specific needs.

Leveraging the advantages of Generative AI involves using AI principles and implementing preventive measures to mitigate potential risks. This includes addressing data leaks, misinformation, deepfake, bias, and injustice. Additionally, it involves ensuring the safety of Generative AI content, particularly when it is utilized for critical decision-making without proper verification.

The guidelines outlined in the document offer government personnel insights into the utilization and handling of government data in Generative AI tools. It includes practical examples based on typical scenarios encountered by entities, emphasizing the challenges and factors to consider when deploying Generative AI. The document aligns with and promotes adherence to existing regulations and policies within the Kingdom, encompassing AI ethics and regulations related to data governance, privacy, security, intellectual property, and human rights.

Generative AI is a machine learning model capable of generating new content resembling a training dataset. It operates within AI, producing novel content such as text, images, sounds, codes, videos, and more. This technology interprets user commands and executes tasks that demand human cognitive abilities, including responding to verbal or written instructions, learning, and solving problems.

It stresses the importance of adhering to the principles of AI ethics when dealing with AI tools during all stages of the lifecycle of these tools in order to harness their benefits and mitigate the risks that may occur, which necessitated the need to develop policies related to specific tools ethical standards and professional responsibilities.

The document outlines key principles governing the utilization of government data in Generative AI tools. These principles include fairness, reliability and safety, transparency and explainability, accountability and responsibility, privacy and security, humanity, and social and environmental benefits. The document urges government entities to use Generative AI in critical decision-making processes, emphasizing a steadfast commitment to eliminating bias within algorithms. This commitment is crucial to ensuring result reliability and safeguarding against potential adverse consequences.

The document underscores the crucial role of data offices within government sectors in overseeing the ethical and legal deployment of AI tools. These offices are responsible for approving and scrutinizing the tools used to ensure their alignment with the pertinent regulations and policies of the Kingdom. Additionally, they play a key role in guaranteeing robust data management practices and conducting audits to evaluate the quality of data training in Generative AI.

This document is part of an ongoing series of efforts by SDAIA, serving as the national reference for data and AI regulation, development, and handling in the Kingdom. The efforts aim to engage in activities that raise awareness about the potential of data and AI technologies. The objective is to emphasize their significance in the current era, benefiting various sectors and individuals. These initiatives are conducted within a structured methodology to ensure optimal utilization for maximum benefit.
